Scope

'Black and white photograph shows an unidentified man putting individual plastic packaging on oranges prior to export. The man is kneeling on the floor in the foreground and the packaging is labelled "The Phoenix. Tripoli. Oranges." The legs of three men in suits appear in the background of the image. The photograph features manuscript note on verso "packing of Libyan citrus fruits prior to export."'
